Over the years, I have assisted several dozen clients in starting their own private
career schools, from truck driving schools to start-up online universities. I
have successfully submitted applications for licensure in more than thirty

State Board for Private
Postsecondary Education Each state has an agency that has the
authority to grant licensure or approval for private postsecondary vocational
schools and non-degree-granting and degree-granting institutions. In
Arizona, for instance, the State
Board for Private Postsecondary Education has the approval authority
for non-degree-granting proprietary schools and non-accredited degree-granting
institutions.
In Texas, the Texas Workforce
Commission approves and regulates private career schools. If you want
to start a school in Florida that offers allied health programs, you must apply
to the Commission
for Independent Education. I assist my clients in putting together
often complex and difficult applications and successfully applying for and
receiving approval for their schools and programs.
To start a school, you must first get approval
or licensure from the state where you want to establish your institution.
This fact is true for both residential and online programs.

Florida's Commission for
Independent Education The Commission
for Independent Education has statutory responsibilities in Florida
regarding nonpublic, postsecondary, and educational institutions. The Commission
for Independent Education has one of the most comprehensive websites of any
postsecondary approval agency. You will find the application more complex than
most. A thorough reading of the Chapter 1005 of Florida Statues and Chapter 6E
of the Florida Administrative Code is advised before you attempt it. Applicants
are also required to submit to a criminal background check. I can take the

Pennsylvania's State Board of
Private Licensed Schools The Pennsylvania Department of
Education has licensing authority for private degree-granting institutions.
The Division
of Private Licensed Schools controls for-profit/proprietary schools and
for-profit/proprietary vocational-technical schools. Pennsylvania Department of
Education's Division
of Private Licensed Schools is a tough and rigorous application process. As
of 2007, there were approximately 324 private licensed schools in Pennsylvania
and 16 registered out-of-state schools. Most schools offer certificate or
diploma programs, with 89 institutions authorized to grant specialized

The Texas Workforce Commission The Texas Workforce
Commission has authority over private career/vocational-technical schools
in Texas. The process takes between two to three months from the time the
application packet is submitted to when all of the requirements are met, and a
Certificate of Approval is issued by the Texas Workforce
Commission. There are three different applications, each for another type
of school. Since the distinctions between the types of schools can be somewhat

Arizona's State Board for Private
Postsecondary Education The Arizona
State Board for Private Postsecondary Education enforces Arizona's statutes
and rules relating to private postsecondary education. In this capacity, the State
Board for Private Postsecondary Education is charged with licensing and
regulating persons and organizations operating vocational programs and granting
degrees within the State of Arizona. To obtain a license to use vocational or
degree programs, a person must go through the State
Board for Private Postsecondary Education's License application process,

California's Bureau for Private
Postsecondary Education The Bureau for Private Postsecondary
Education came into existence on January 1, 2010, following Assembly Bill 48,
known as the California Private Postsecondary Education Act of 2009 (California
Education Code, Title 3, Division 10, Part 59, Chapter 8).
The Bureau exists to promote and
protect the interests of students and consumers: (i) through the effective and
efficient oversight of California's private postsecondary educational
institutions, (ii) through the promotion of competition that rewards
educational quality and employment outcomes, (iii) through proactively combating
unlicensed activity, and (iv) by resolving student complaints in a manner that
